About Us
The Old Oak Ratepayers’ Association (OORA) represents and serves
all residents and ratepayers within the areas of Blomtuin, La Rochelle,
Bellair, Oakglen, Vredenberg, Blommendal, and Groenvallei.
Every individual has a role to play in strengthening and developing
their community. This platform is designed to make that easier - connecting you with service providers, practical solutions,
and the tools you need to take meaningful action.
Our goal is to foster active engagement with relevant authorities,
helping residents make the most of available services while ensuring
their voices are heard in decisions that affect their daily lives.
Whether it’s working with Council, collaborating with Law Enforcement, or simply connecting with one another, an engaged community becomes a powerful force for positive change.
Our Objectives
The objectives of the Association are to:
1.1 Cultivate interest in matters relating to the development of the area, and liaise with the Metro/Municipality, its officials, and other organisations to promote initiatives that benefit residents.
1.2 Consider and engage with municipal policies and related matters.
1.3 Promote and protect the interests of residents within the area.
1.4 Obtain, share, and act upon relevant information in a responsible and well-considered manner for the benefit of the community.
1.5 Participate in municipal issues as and when the need arises.
1.6 Encourage interest in local government and community affairs, and foster a sense of pride in citizenship.
1.7 Address matters of community interest in a politically and religiously neutral manner.
1.8 Cooperate with other communities and organisations that share similar objectives.
1.9 Strive to maintain and, where necessary, improve service delivery and aesthetic standards for all stakeholders.
1.10 Protect and promote the traditions, values, ethics, and ideals of the community.
Executive Committee
The Old Oak Ratepayers Association (OORA) reports to Subcouncil 6 of the City of Cape Town.
The Association’s mandated area falls within Ward 3, represented by the Ward Councillor, Ms Annelize van Zyl.
Ward 3 holds regular meetings, at which the Vice-Chairperson of the Association, Mr Pierre Rossouw, represents OORA.

Resources
Membership
1.1 Membership is open to all ratepayers (property owners) and tenants within the mandated area.
1.2 Prospective members are required to complete an application form, which will be considered for acceptance or rejection at an Executive Committee meeting.
1.3 Only ratepayers (property owners), or their duly designated representatives within the area, shall have the right to vote on amendments to the Constitution.
1.4 Individuals shall be recognised as members only once they have been duly accepted in accordance with the prescribed procedure and have paid their annual membership fees.
1.5 The annual membership fee for 2026 is R100.00. Members are requested to make payment via electronic funds transfer (EFT) using the following banking details:
